The only 'local' pricing I had at the internet cafe was for kids doing their home work.

Even when tourists knew about it they were fine with it.

People expect discounts when they are frequent customers at local businesses. They should not resent when someone who shops 52 weeks a year gets a few dollars off someplace they shop only 3 days a year.
