The Blue Hole day includes 3 dives.  So the total number of dives IS 12.

Maybe so.  But if you accept what the article says rather than assuming someone's made a mistake, it does say "12 dives" so clearly the balance has to be on that day as that is the only day when there is stated to be diving with no count of dives specified.
