The poorest country on the list is Honduras. Poverty is the problem, not drugs.
Geographical position of Honduras as well as a corrupt system of government which partnered with the unions. As the article points out it is about impossible to fire a policeman or anyone else. Of course the poverty with and education level doesn't help. (them union teachers, again)
