My point is that a 100% open network does not by definition include BTL involvement at all. If you want to pay the fee to connect to the fiber optic, you are the network! Sell and use it as you see fit. That is competition.

You apparently don't understand that BTL owns all of the fiber optic in Belize.  They also own the only point of presence into Belize from the outside world.  If you pay the fee to connect to the fiber as you suggest, then you are a customer of BTL... and therefore limited to wherever they are routing your traffic.  You cannot compete with the company that you buy your service from.  

So I reiterate, you cannot compete against BTL without running your own connection from the outside world into Belize.  For the amount of potential customer base, it is not financially viable to do so without minor startup grants and/or long term low interest loan assistance from the GOB.
