Hold on a minute -when staying lets say at BB -they ask their guests to register their guests-this is not to stop people making friends and for the most part if people have houses etc of course they are ok but it takes time to get to know people,and it is a safeguard for your friends as well.
I will give an example a friend of mine was robbed in november by a 14 year old who lives next door -he had been in the house many times before -he is not Belizean but American and is going to court next month

I agree - safety is knowing who, what, when, etc.. And I realize anyone can go bad. I was justifing my experience by explaining my relationship. I would not recommend to anyone to let their guard down or to be too quick in letting someone get close. That being said, we do tend to get to know people when we travel and when we return we look them up. I have spent many hours getting to know some people in SP and there are certainly some that I avoid and brush off when they come up to me because I have already figured out the game.

I just realized this part of my earlier post is misleading. By spur of the moment I meant running into someone I know while coming in from a dive or while out and about and inviting them over for a beer. Not meeting someone for a quickie.

...let's say, for example it is BB. I've stayed there a number of times and have never been advised/cautioned/told, that guests are not allowed/need to be registered. Is it in the fine print somewhere? ps it's a great place and always on my list.

An over night "guest" (wink wink nudge nudge) is far different than someone you have invited over for dinner or drinks. We stay at Ruby's so there is no space in our room to invite guest over for even drinks. But there is a area with tables and chairs on the deck to entertain guest.
A security guards job is to make sure no uninvited "guest" are lurking around. When a room is rented it then becomes the abode of the renter. Most guest houses, motels, hotels and B&B's plainly state whether or not any kind of guest are allowed. When one rents out a condo, apartment or an efficiency apartment then that dictates a living arrangement and entertaining guest is expected.
When we do entertain guest for drinks in a hotel style room we usually then move the party on to a bar or restaurant or bid them goodnight.
